This was the first government established by Spain over the area that would become Wilfornia. For the most part, Spain only nominally exercised any control of this land and my perception is that settlers, comancheros, and the Comanche Indians very much liked it that way. Santa Fe De Nuevo Mexico was co-existant with the poorly defined Comanche Empire.
